Our Foundation

The Harvey W. Peters Research Foundation was instrumental in the founding of the Edward Via College of Osteopathic Medicine (VCOM) in 2001. After extensive research revealed severe physician shortages across rural Virginia and the Appalachian region, Foundation leadership partnered with Virginia Tech to establish a medical institution focused on primary care, rural health, and community-based practice.

VCOM opened in 2003 and has since expanded to four campuses in:

  • Blacksburg, Virginia
  • Spartanburg, South Carolina
  • Auburn, Alabama
  • Monroe, Louisiana

Each campus was established to address documented workforce shortages and expand access to medical education.

Expanding the Educational Consortium

Building on that success, the Foundation broadened its commitment to collaborative academic growth.

In January of 2021, Bluefield University joined the consortium, aligning with the Foundation to strengthen long-term institutional sustainability, healthcare program expansion, and regional workforce development.

In March of 2021, Appalachian College of Pharmacy entered into agreement with the Harvey W. Peters Research Foundation, becoming a sister institution within the Foundation's educational consortium.

These partnerships were formed not to centralize control, but to preserve mission, strengthen financial footing, and expand program opportunity while maintaining accreditation and governance at the institutional level.

From Healthcare to Higher Education Infrastructure

The Foundation's experience launching new campuses, coordinating multi-institution partnerships, navigating accreditation, and sustaining nonprofit educational enterprises informs the Lighthouse model.

Today, higher education faces different pressures:

  • Regulatory scrutiny surrounding traditional revenue-share models

Rather than operating as a traditional OPM, Lighthouse provides shared academic infrastructure, operational oversight, and strategic coordination that allow colleges and universities to expand online programs sustainably while retaining full academic governance and institutional control.
